Director and Senior Civil Engineer, Detachment 6, Air Force Installation and Mission Support Center (AFIMSC)

Randall “Randy” B. Parker is the Director and Senior Civil Engineer, Detachment 6, Air Force Installation and Mission Support Center (AFIMSC), forward located at Wright-Patterson AFB, Ohio. He leads 36 personnel in liaising with Headquarters, Air Force Materiel Command (AFMC) supporting and advocating for AFMC Installation Commanders’ critical installation and mission support requirements, ensuring timely and responsive delivery of capabilities to a $55 billion physical plant including eight bases, three geographically separated units, and five Air Force plants supporting 90 thousand personnel.

Mr. Parker was commissioned in 1982 as a graduate of the Air Force ROTC program at the Virginia Military Institute. He was assigned as a project civil engineering officer providing environmental and construction support for research and development facilities at WPAFB. In May 1985, Captain Parker was reassigned, supervising the programming, design, and construction of over $100 million in complex simulator facilities for high priority weapon systems in the Air Force valued over $2 billion.

Upon separation from active duty in Sept. 1987, he was assigned as an Individual Mobilization Augmentee (IMA) to the Civil Engineer and Services School at the Air Force Institute of Technology. Lieutenant Colonel Parker served as Course Director for the Base Civil Engineer Commander and Deputy Course. He also taught career Air Force civil engineering officers and civilians courses in project management. Lieutenant Colonel Parker retired from the Air Force Reserves in June 2006.

In July 1996 he was assigned as the 88th Civil Engineer Group, Wright Field Engineering Branch Chief responsible for planning, programming, design and construction project execution oversight for all Wright Field facilities.
 
Mr. Parker became the Deputy Director for the 88th Air Base Wing Civil Engineer Directorate in July 2001, where he directed a staff of over 700 civilians responsible for providing strategic planning, programming, design, construction, fire protection, environmental management, maintenance and repair on over 845 facilities, 6.4 square miles of improved grounds, thousands of miles of utility systems with a plant replacement value of $5.3B.

In 2007, Mr. Parker became the Vice Director for the 88th Air Base Wing, where he directed a staff of 5,100 military, civilian and contractor personnel providing direct support and services to the largest, most diverse and organizationally complex base in the Air Force. Base organizations included a major acquisition center, research and development laboratories, a major command headquarters, an airlift wing and the world’s largest military air museum. The base is home to more than 27,500 military, government civilian and contractor employees.

In 2012, Mr. Parker became the Chief of the Resources & Integration Division, Communications, Installations and Mission Support Directorate, Head Quarters Air Force Materiel Command (AFMC), Wright-Patterson Air Force Base, Ohio where he was responsible for the financial management, budget planning and programming, strategic planning, and HQ staff human resources and integration support for the HQ AFMC Communications, Installations and Mission Support Directorate.  He served as the AFMC Mission Support Panel Chairman, guiding a $1.6 billion annual budget, supporting facility & infrastructure asset management across 9 installations with more than 17,000 facilities worth $55B.

In 2015, Mr. Parker became the Deputy Director and Chief of the Civil Engineering Division, Detachment 6 (AFMC), Air Force Installation and Mission Support Center, Wright-Patterson AFB, Ohio
