Col. (Select) Mathew K. Carter, Portfolio Management Lead for the IDO will be speaking in place of Col. Charles "Leans" McNiel, Deputy Director, IDO.

You're invited to attend the Dayton-Wright Chapter of AFCEA Thursday, August 20, 2026 from 11:30 AM to 1:00 PM at Wright State University's Student Union in the Endeavour Room in Dayton, OH. 

Speaker: Lt. Col. Mathew K. Carter, Portfolio Management Lead, Integrated Development Office (IDO)

Colonel (select) Mathew K. Carter is the Integrated Development Office Portfolio Management Lead. He is responsible for leading a multi-disciplinary team executing portfolio management driving capability development for the Air Force. He manages enterprise stakeholders across HAF, science & technology, other government organizations to build and analyze comprehensive capability development roadmaps against mission threads to identify gaps and overlaps to create capability development solutions and options for the future portfolio of the Air Force.

Lieutenant Colonel Carter entered the Air Force in 2005 as a graduate of the Texas State University ROTC program while earning a Bachelor’s of Business Administration degree in Marketing. He has served in several Program Management positions within AFMC. These include programs and projects within the F-22 Program Office, Cyber Integration Division, and Business Enterprise Systems. He was Deputy Program Manager for the Air Force Skyborg Vanguard with the Air Force Research Laboratory Sensors Directorate. Lieutenant Colonel Carter has served as the Executive Officer to the Installation Commander at Hanscom AFB. He was the Chief of Curriculum Development for the Holm Center, Maxwell AFB, Alabama. Prior to his current assignment, Lieutenant Colonel Carter was the Chief, Integrated Base Defense Security Systems Fixed Site Installation Branch, Electronic Systems Directorate, Hanscom AFB, MA

LUNCHEON TIME: 11:45AM-1:00PM

RSVP REQUIRED: 7 days prior to the luncheon. Pre-registration is required.

CANCELLATION POLICY: Reservations will be billed unless cancelled 7 days prior to the luncheon by contacting rachel.maki@fastrope.ai.

PARKING: Please park in Visitor Lot #2 or if full, park in Lot #1. In the unlikely event that you receive a parking ticket while attending a luncheon, please report to Rachel Maki for assistance.
