Frank Konieczny

CEO of FK Innovation Consulting, LLC

Mr. Konieczny serves as CEO of FK Innovation Consulting, LLC, currently providing independent technical consulting/solutioning and technical advisory board services to organizations in both the commercial and government sector. Clients range from small tech startups to larger corporations for strategy/marketing development within mission-based technology areas such as cybersecurity/risk management, networking/5G/IOT, data governance/access/AI-ML development and digital migration/transformation.

As the Air Force Chief Technology Officer (2010-2021), his primary responsibility was to advance the Information Technology landscape of the Air Force with the development of the AF Target Baseline and associated strategies: Data Management, AI, 5G and Quantum. Focus areas included mobility enterprise solutions (with BYOD), 5G/LTE/secure networks, data governance/management, automated financial audit issue resolution, Identity-Credential-Access Management/Zero Trust configurations, automated asset management, mesh networks, AI tools/capabilities, and cyber and technology innovation pathfinders.

He served as the AF principal in several AF/DoD meetings including Digital Modernization EXCOM, MPE Executive Steering Committee, CFO/CMO/CIO Sync, and Cybersecurity Engineering Review Group.

At AT&T Government Solutions, he was the CIO, CTO and Director of Programs and Operations where he provided support for overall corporate operations (P&L) management for subsidiary organization ($250M subsidiary, 1,000+ people, with offices across the US), strategic technological efforts, IR&D efforts, proposal development/oversight, QA, and technical expertise to a wide spectrum of projects within the Government sector.

At GRC International, Vienna, VA, he was the Vice President, Chief Technology Officer, where he served the organization in several ever-increasing responsible positions as Project Manager, Business Unit Manager, Chief Scientist for Professional Services, and CTO supporting the federal/state government and commercial sectors.

He started his career as a Systems Analyst/Chief Programmer at SAIC and Teledyne Brown Engineering (TBE) where he was involved in Ballistic Missile Defense, software development processes and NASA operations support.

He has been the recipient of FedScoop 50 Federal Leaders (4 years), 2021 Fed 100, several AT&T awards and has been featured in several magazine articles (FedTech Magazine and AF publications).
